About TCHA

The Twin Cities Housing Alliance (TCHA) is a collaborative network dedicated to addressing housing challenges and strengthening community vitality in the Twin Cities region. Through strategic policy development, education, and impactful advocacy, TCHA works with local governments and allied organizations to ensure affordable, stable, and safe housing is attainable for all in our region.

Who We Are

TCHA brings together experienced professionals who have built, managed, financed, and preserved housing communities throughout the Twin Cities for decades. Our members bring expertise spanning the continuum and ecosystem of housing—private and nonprofit housing developers, architects, construction trades, banking and finance, advocacy organizations, civic and community organizations, and others.

What We Do

TCHA focuses on facilitating dialogue, developing solutions, and catalyzing action at the local and regional level. We provide substantive expertise and technical assistance for policy development, as well as guidance and support for better communicating and engaging with diverse housing stakeholders.

EXECUTIVE DIRECTOR

CATHY CAPONE BENNETT

Cathy Capone Bennett is a trusted housing policy expert with 30 years of experience in private-public alliances, program development, and project management in all facets of housing policy, development and redevelopment planning, and strategic implementation. Her entire career has been focused on ensuring that communities are good places for people to live, work and play.

Cathy has provided community development consulting for the public, nonprofit, and private sectors, including the Urban Land Institute and the Regional Council of Mayors. She served as the director of community and economic development for the cities of Mounds View and Roseville and has provided consulting services for several Twin Cities communities, non-profits and the real estate industry. Cathy also serves on the Board of the Chisago County EDA-HRA, where she has facilitated the county’s first housing study, community toolkit, and approval of a County Housing Trust Fund.
