TC Housing Compact - Introducing TCHA’s New Campaign to Support Housing Providers and Improve Communities

Campaign will Highlight shared goals, Commitments & Change the Narrative!

At a time of growing regional housing needs, rising public scrutiny, and heightened demand for respectful, civil neighborhoods, the Twin Cities Housing Alliance (TCHA) has launched the TC Housing Compact. This campaign represents a united voice for the people and organizations working every day to create and sustain quality rental homes, across the full range of affordability, that meet the needs of our region.

The campaign will highlight:

  • The Need for More Homes

  • Housing is Economic Development

  • Housing is Complex

  • Homes are where people live together peacefully, with civility, respect, responsibility and compassion

The Housing Compact is built on shared commitments and stronger communities, grounded in the belief that it takes all of us to drive real change. No single organization, agency, or sector can solve the housing crisis alone. By working together, we can shift the narrative and improve the environment for development, ownership, and management—ensuring that housing providers are recognized not as obstacles, but as partners in creating homes, stability, and opportunity.

A Shared Commitment to Address Common Challenges

Public perception and policy conditions are evolving. From tenant protections to neighborhood opposition, the environment is more complex than ever. Meanwhile, housing demand continues to outpace supply, leaving families, workers, and seniors priced out or pushed out of communities where they want to live. The Compact highlights the reality that development isn’t just about buildings—it’s about people, places, and the future of our region. When we align around shared commitments, we can increase housing affordability and availability for all.

The campaign also underscores that housing is economic development. Quality, accessible homes attract and retain workers, support small businesses, and build long-term wealth for families and communities. Communities with stable housing also experience stronger schools, healthier outcomes, and greater resilience in the face of change. Highlighting the region’s need to build 18,000 more homes by 2030 centers housing leaders around a clear need.

Recently adopted public policies, while well-intentioned, have created unnecessary challenges to addressing behavior by the general public, homeless individuals, and some residents. The Compact highlights the ways residents are partnering with owners and operators to protect residents and improve safety and civility.

Uniqueness

What makes the Compact unique is the strength of its coalition. TCHA brings together community-based nonprofits, mission-driven developers, owner-operators, and housing providers who know firsthand the challenges of delivering and maintaining homes in the Twin Cities. TCHA’s policy framework is a proven framework to ensures that diverse housing needs, from deeply subsidized units to market-rate options, are addressed through contextual, evidence-based policies that are responsive to community conditions and regional needs. By presenting practical, balanced solutions to policymakers, this coalition is helping to advance reforms that support more housing choice, reduce barriers, and strengthen our region for everyone.

Tactics

The campaign will target local, regional and state policymakers; community leaders; residents; members of the media; and other housing providers.

The campaign will include:

  • Social media engagement highlighting stories and data

  • Earned media

  • Engagement with leaders in local government

  • Coordination with TCHA’s government relations team and state policymakers

  • Reputation management

  • Resident and neighborhood engagement
